Obtain a formula for the ratio of the number of harmonic oscillators expected to populate the {n=1,J=4} state relative to the {n=0,J=0,1, and 3) states.

Use `exp()' for the exponential function, k for the Boltzmann constant, T for the temperature. Use B for the rotational constant, and w for the groundstate vibrational energy (sqrt(k/mu)). Assume that both B and w share common units with k.

. This is a difficult question from the point of view of inputting the answer. Watch your brackets. kT is not acceptable for k*T. exp(E/k*T) is not the same as exp(E/(k*T)).
